Goa सरकार को बड़ी राहत देते हुए, केंद्रीय पर्यावरण मंत्रालय ने स्पष्ट किया है कि पूर्व खनन पट्टाधारकों द्वारा प्राप्त वन मंज़ूरी (चरण-II अनुमोदन) अब नए पट्टाधारकों को हस्तांतरित की जा सकेंगी। यह कदम मुख्यमंत्री प्रमोद सावंत द्वारा राज्य में खनन कार्य शीघ्र शुरू करने के लिए केंद्र से स्पष्टीकरण मांगे जाने के बाद उठाया गया है।
मंत्रालय के दिशानिर्देशों के अनुसार, नए खनन पट्टाधारक पिछले पट्टाधारकों को दी गई वन मंज़ूरी का उपयोग करके दो वर्षों तक कानूनी रूप से खनन कार्य जारी रख सकेंगे। सरकार का मानना है कि इससे “व्यापार में आसानी” सुनिश्चित होगी, खनन पुनरुद्धार में तेज़ी आएगी और राज्य के राजस्व और रोज़गार में वृद्धि होगी।

हालांकि, खान एवं भूविज्ञान निदेशालय (डीएमजी) द्वारा किए गए सर्वेक्षणों से पता चलता है कि 154 पट्टे पर्यावरण के प्रति संवेदनशील क्षेत्रों में हैं, जहाँ खनन गतिविधियाँ फिर से शुरू नहीं हो सकतीं, जिससे पर्यावरणीय खतरे पैदा हो रहे हैं।
गोवा के खनन क्षेत्र का एक लंबा और विवादास्पद इतिहास रहा है—पुर्तगाली शासन के दौरान 806 रियायतों से लेकर, जिन्हें बाद में 1987 में 595 पट्टों में बदल दिया गया, और 2018 में सर्वोच्च न्यायालय द्वारा 88 पट्टा नवीनीकरणों को रद्द करने तक, जिससे परिचालन ठप हो गया। छह साल के ठहराव के बाद, अप्रैल 2024 में वेदांता सेसा गोवा द्वारा बिचोलिम में अयस्क निष्कर्षण फिर से शुरू करने के साथ, खनन फिर से शुरू हुआ।
